Stright on to the credit card company, insist on a reversal of the repayment with photos to back up the claim and if they refuse to do so make a counter claim against them. But that has been said at least ten times already. As has been said before it's a civil matter between the claiment and the credit card company but a criminal matter between the credit card company and our hard as nails south London.........person.

to be fair to the OP, he may have taken the advice already given
he may also want to explore other options at the same time
I think you will need to go through laborious legal channels to at least establish what he owes you
We have something called County Court Judgments here (not laborious) but I doubt you would have access to that route as an American citizen
In any event, you would almost certainly have to go through all avenues with the bank, PayPal, etc, first
My sympathies - if it was a personal debt and you were here, I'm sure you would be able to obtain some recompense - officially or unofficially
It must be very frustrating having to deal with things from a distance

The county court route will depend upon where the contract was formed and in particular jurisdiction. Assuming it was credit card and the company is based here then the creditor could bring a claim in the UK.If its paypal, he will need to check their provisions which relate to the same.
I'm reserving judgment as I see there are a lot of keyboard warriors posting on this thread making assumptions without having seen any actual evidence.
Its sad to see stuff like this happen.
OP, if you want to use the courts, there is a guide here to claiming money through the small claims court. You don't have to turn up, but you will need someone to represent you - a lawyer I guess.
