The right way to do it is change the value on the odometer to the equivalent value in miles and fit the converter chip on import. That's what the better importers do.
It's all a bit confusing, and the danger is sellers can claim the mileage is something other than it is by claiming some or all of it is Kms. Then again, you shouldn't believe the mileage anyway, especially on a car with no history.

Right here goes,
When you import a jap car it comes in Kms, when you get it converted to Mph, the over all mileage doesn't change.
So if it's imported in with 55,000 Km's and you convert it to Mph it will read 55,000 mph and start to count miles.
