Get the index and report his driving behaviour to the police. They should have a word with the keeper and mention a thing called S.59 to them ... meaning his car can get seized next time.

Was just going to suggest what John has suggested. Someone on here got a Section 59 for VTEC'ing (in the Traffic Cops opinion) too loudly / quickly off a slip road onto a dual carriageway.
Where I live we've had a number of CTRs given Section 59's for racing up and down the beach and the local paper gladly printed a picture of one particular dick having his car put on the back of a recovery van and taken away when he received several.
Take down the registration and report it. They will do something about it.

Without trying to sound rude its been 3 months since this was posted and you don't appear to have done much about imo a quick call to the police should sort it
I shat on my doorstep so to speak when I was 19'ish and learnt a bit more respect regarding the time and place etc
