well im gonna start looking around portland area...and yes im looking to buy during low season(winter)...what i wanted to know was..
1. After purchasing your car...what do you do?...im aware that you need to fax a form in and wait a minimum of 72hours...sooo am i supposed to leave the car there? Am i able to drive it to the border and park it there for 3 days...then just drive back 3 days later to do the paper work to get it over on our side of the border?
2. Anyone know any good shops that i can do check ups in down in the states around portland?
3. What other modifications do i have to do to the S2k either than DRL?

You don't have to look just in Oregon to avoid the US sales taxes, you shouldn't have to pay taxes in any state as long as you provide documentation showing that the car is going to be exported from the US. Or at least I know this works in California (because that's what I did).
1. Once you have the title of the car, you need to fax it and an export form to the US border office 72 hours before you are allowed to take the car out of the US. I know the Truck crossing has a website you can download the form off of, but I can't find the link. Make sure that you contact the office later that day to make sure they actually got the form and that everything is filled in correctly, the last thing you want is to show up and find that they didn't get the fax and have to put the car in storage for another 3 days.
3. Just the DRL, a search of the vancouver s2ki forum should provide some hints of how to do it. I used a Hamsar module I ordered from a company in Ontario. It works great, and I highly recommend it over the disgusting kluge of a DRL that canadian tire will try to install. PM me if you need help with this.
Also, for the canadian side of the border, you will need to acquire recall clearance information from Honda of America. Honda of America won't give this to you because of a stupid non-competition agreement they have signed with Honda of Canada. I simply drove to the Bellingham Honda dealership and asked for one (they charged me $30 for it, but oh well). Others have had success with printing out a few pages from https://www.ahm-ownerlink.com/ and I think I heard someone say that the RIV doesn't even ask for this for Hondas anymore because they know Honda isn't playing fairly.

I concur with Owen, you should not need to pay US taxes when buying the car from the US (although the rules do vary by State).

One other thing, Canadian Tire will be doing the federal and provincial inspections. Aside from DRL, they will check to make sure your tires are not totally worn out, brakes are okay, etc... In other words, don't go there with bald tires and expect your car to pass inspection even if it is mechanically sound.
