Default New engine sleeves

So a leak down test done by richmond honda showed cylinder 1 was down 65% and the other three were down around 10 - 25%. The tech showed me a pic of cylinder 1 and there were big, deep scratches on the walls. Basically, time for a new engine or a rebuild. I've seen a lot of guys on the internet with high hp put in darton sleeves but the cylinders have to be bored out first. Does anyone know anywhere in the lower mainland that will do this? Or even close by in washington state? I've seen used, low km engines on ebay for $4000 US but would like to pay less, lol.

Hmmm, not sure about the sleeves, but I know my friend blew his engine a few years ago and had it rebuilt with a stroker kit by garage 5. It seems to be running strong still.
