Question on Low Offset Wheels
Alpha is right the rear fenders are custom metal work not over fenders. The fronts and quarters definitely had paintwork done. It's not possible to do work like that and not have them painted.
it will save you more in the long run to sell the wheels and get a more conservative offset. You may lose a couple hundred on the wheels when you sell, but it's cheaper than spending over $1K to make these wheels fit.
Tbh I did my research over the "Meaty fitment/non staggered" thread. Honestly some of the cars looked decent without using aftermarket fenders. Those fenders looked stock to me, without requiring to remove the body lines on the fenders. What I thought was, it was achievable using my wheel spec. And the stupid part of me is that if I had to remove the body lines, I thought removing them is an easy job that general shops can do
I am new to wheel fitting thing, I've never cared so much about wheel offset until this time lol

Always ask. The goal of many is to have the car look like work hasn't been done so it can be deceptive. Always ask and don't hesitate to PM someone and ask about their setup if you see pics of their car.
