help camber bolt ?
are you actually doing this adjustment yourself?
ARe you talking about front or rear?
IF you are doing this yourself, are you watching the lower a-arm move in and out as you rotate the bolt and confirmed that one side moves and the other does not?

Read through the above site carefully and let us know if you are adjusting the correct bolt. If you are having troubles rotating it, raise the car and pull the wheel. make sure the nut is backed off and start to rotate the bolt which has the lobs on it. If it wont rotate, spray some PB blaster on it or something. If that does not work, put a socket you don't care about over the bolt head and bang it with a hammer.
