There's certainly already a water taxi service available around Sydney and there's joy flights around but you could always look at the market to find if there's a gap you can fill 
There's a suburb on the central coast called st huberts island and every house is accessible by both land and water. Not sure how it'd go with climate change though especially since its a reclaimed wetland.
