I was in your shoes for a few months until a few days ago - still giddy about picking it up first thing Monday morning! If you haven't read these, do read them and prepare a list for things to look out for whenever you go check out a car, and unless you're very lucky, you will be (like many others here can attest to) checking many, many cars before you settle on 'the one'. Don't rush it unless you absolutely need a car, it's worth the wait.

These 2 threads should give you all the information you need for what to look out for when purchasing. As for your budget, I was also working with the same and although cheaper is always more appealing, once you check out 5 or so of the 'cheap' ones (~17-20k), you'll really start to wonder what a nice one looks like . I wouldn't say it has to be *at least* 25k , but somewhere around that mark slightly lower or higher depending on kilometers and condition (and of course what you're looking for) will net you a nice example if you keep an eye out. Also depending on where you're located, going interstate may also be a necessity to find a good one.
Good luck and happy hunting! Patience and having cash ready for when the opportunity presents itself will pay off big time.

Thats probably the best place, or you could keep your eye on the for sale section, but they rarely pop up there.
Just be patient, it took me over a year to buy one. Goodluck

It came with intake and exhaust already done (Injen CAI, Invidia Q300) and that's the extent of internal mods I'd like to have for the time being. Doing little things now like clear side indicators, hydraulic bonnet struts, front tower strut brace, and V2 side skirts before finishing up the exterior with a hardtop and aftermarket wheels+suspension, hopefully ending up like what I have in my sig. Don't have an ETA for when all of this will be done, but I'll be taking my time with it - the car wont be going anywhere in a hurry!
