They picked the site already, they're just not releasing it yet because they want to avoid all the land speculators bidding up the prices of everything around it.

^ I'm glad they are utilizing the hills around Austin. I'd hate it if the new track were flat. Looks like Lance Armstrong will have company when he goes out on bike rides around Austin

Its a public road and belongs as much to you as it does to him 
My cousin's home is in the hilly section of Austin and I love driving around there. Hoping the track will have elevation changes. Personally I think it makes it better for the spectator as you are always waiting with bated breath to see who will come flying around the corner verus a flat track where you can see everything
Thats one reason why I love the older tracks a lot more. They are part of the scenery as opposed to seeming like they've been stuck on to the landscape.
