Ferrari are not known to be innovative, they tend to take others ideas and make it better, or bend the rules. They did this fantastically with Brawn/Schumacher/Todt, now they are somewhat lost and well behind McMerc and RBR.
Vettel 0.4 faster than everyone else in P3. Ferrari and Mercedes seem to be doing well.
These rule changes just remind me of the old third brake pedal debacle. Then everybody thought that was the McLaren's secret weapon, and so by banning it they'd erode their advantage. But in reality Adrian Newey (yes him) had just designed a fundamentally good car and the McLaren's still kept winning.

despite how much I love Formula 1, I accept that some elements can be contrived by the people behind the scenes, I guess there is always an element of WWE in sports which are heavily commercialised ..
they need a story other than the same german guy winning in the same car every other weekend..
hence stewards decisions, rule changes mid season.. are all part of the backstory to try to keep the audience and money coming in..
