Hand held speed trap!

Around here we have a number of "community" speed traps. I was lead to believe that if they "caught" you speeding you'd get a warning letter in the post, i.e. they note your number plate.
As it happens, I wanted to try out the laser detection on my Road Angel (it didn't work!), so the guy/gal in a yellow vest pointed the gun at me as I approached (not too fast, but just enough to peek their interest).
A couple of weeks later I got the warning letter in the post on Police headed note paper.
If the "community" can do this, then I guess there's nothing to stop the copper doing it and actually proscecuting you, although I suppose it begs the question of evidence, but then again that's no different from when the guy springs from the layby on the spot, i.e. you only have the word of the officer with the speed gun that he clocked you.

It is just that it will only give you a reading when the officer also has one .... or at least a split second after the warning in the car - and certainly before you can react !Yes, they can Laser you, not stop you and write to you .... but wouldn't normally do that. Normally (read 99.99% of the time) you would though be stopped and reported then and there .... after all, SCP's may do things by post but police officers on the ground want to do checks, etc to make sure you are insured and not wanted.
The 'community' speed enforcement stuff is becoming more common - a friend of mine has had two letters ....
