Partly, that's because they're seen as ostensibly sensible.

On worn surfaces, 80 bei Nasse applies. Well, I can perfectly see how 50 in the wet avoids pile-ups, where the same stretch is perfectly adequate for 150 in the dry.

Part of the total breakdown of UK discipline has been as a result of people having contempt for our usually utterly stupid laws; it would be a shame to see Germany go the same way.
