They are indeed ANPR cameras and they have a multitude of uses. My guess is that because of the high cost of admin they'll sit there doing nothing until they can be used in something of sufficient profile / magnitude to warrant their use. ie terrorism.
While they could be used to get rid of every non-MOTd, uninsured, stolen, written off car chances are they won't be.

You are seeing the rollout of the EVI network that has been talked about for some time. The aims are widespread but could include road toll charging, inputting data into the new National Vehicle Movement Database and others.
Big brother is very much in evidence.
Technology marches quietly on for the moment.
I have a local aquaintence that has been busy programming apps for the future ANPR national network and recently said his work had ended. I thought he meant shelved, now I think maybe he meant it's complete!

Big Brother is watching you.
My neighbour is a Sgt. in the Wiltshire Force and is in charge of rolling out ANPR across the county.
As GarethB says, they have the capability to detect all unregistered, uninsured and un-MOT'd cars that pass them. Then, just like speed cameras, all the registered keepers could be sent a fine or have their cars impounded, just like the TV adverts tell us could happen.
But they don't. The police admit they don't have the resources to deal with the flood of 'hits' the system produces.
They are currently being used to track vehicle movements for the police, but with them only being on major routes, if you think you're being tracked, all you have to do is take the scenic route and they've lost you. Or change your plates for some you nicked earlier.
Despite what we're told about road tolls being in the 'consultation' stage - they're rolling out a huge infrastructure which will be able to track the movement of your car. So long as it's legally registered on the correct plates then the information can be used for whatever purpose suits the people who control it. Of course, for those who decide not to use correct plates (ie. dishonest people) there will be no information......
