At least one person is right. I think I'll wait a little longer to post the answer.
BTW this is Oxford, where punishing car drivers is the number one priority for the council. So of course they have people checking.

Its a pound... the sign means that after 8pm you pay 1 pound for any amount of time between 8pm and 8am.... simple
Can't believe you guys can't see that............... buuuuuuuuuuuuuuuuuuuut it is badly worded...
Here in aberdeen there is something similar that is "after 6pm its £1 until 7am" or something like that. So if you arrive at 550 (its a pound an hour) you pay 2 pounds if you stay until 9pm.
geddit?!

it's £1 per for 7-8 and £1 for the hour after 8, £2. Of course you could stay there until 8am the next morning for the same amount of moola.
Interesting that they feel the need to put MON-SUN?!?!?
Council's and local government are the definition of waste of incompetence, no wonder the country is skint.
Example - My local council came out to our road and marked the 2 potholes (less than 6 feet apart) for repair (you know, the white spray paint around them trick), came and filled one on monday, came back and did the other 3 days later. No doubt paid the contractor to repair 2 pot holes at £500 each per call out. Rather than £500 for one and £20 for the 2kg of blacktop to stuff in the other.
Jobs for the boys. Get a nice contract with the local council and it's an easy life.

Personally I'd pop a tenner in.
Car park companies are very hard done by and deserve our support. It can't be cheap or easy to buy a disused piece of land, tarmac it and employ someone on minimum wage who doesn't speak english to patrol it in uniform.

Dave,
I just had a weird one like this on Thursday at Stratford (the old multi-storey)
Last week I paid £42 for an overnight and a portion of a day.
This week I stay overnight for about 13hrs and it cost £1.
????
LOL!
I think yours is £2 BTW.
As 1hour at £1 until 8PM and then you enter the evening rate.
It says rates can be combined. But you dont show the 'additional instructions' mentioned?

Anyway, so the answer is.....
£1.
Yes, that's right £1. It seems anything that gets you to 8pm then includes the entire night. So at 6.55pm it's £1.50, but it becomes £1 if you wait 5 minutes, which is exactly what I did.
Congratulations to the two people who got it right, although presumably one of them was the guy that misread the question.
