They are paired, but as to how is the other question.

Don't be 100% that it is consecutive cameras in the same lane always either.

Even better is to put your plate on a loose hinge, and put the plate under the nose of the car.

The faster you go the more horizontal you plate goes.

Then when you ware driving about town, your plate is there for the police to see.
