It wouldn't have changed what had happened.
I reckon he has learnt his lesson, so charges wouldn't have made any difference.
Driving like a cock? or (when as in experienced as he was) making a bad decision, thinking is was ok to overtake and then it wasn't?

He wasn't charged with anything as he admitted it was down to him, no one was seriously injured and no other vehicle was involved.
If anyone else was seriously hurt or he hadn't admitted it was his fault he would have received a summons. By admitting fault and there being minor injury involved he was offered a driver improvement course as an alternative to prosecution. If he failed to go on that he would have received a summons.
Yes, he may have seriously injured or killed someone - but didn't. He suffered and knew he was at fault. The system is not there to hammer anyone in these circumstances and they obviously felt he had learned a lesson. Based on what was shown I would tend to agree with that. My understanding is that you only get the offer of these courses once - if you make a 'mistake' a second time you go to court.
I think they don't wanna prosecute young drivers because there's less likelihood of kerching.
I've always considered the DCI thing after an accident a bit of adding insult to injury anyway; "Like DUH! I hadn't realised I'd farked up bigtime 'til I got the fine & points!" WTF does it actually PROVE; other than state vindictiveness?
I can understand it as a deterrent (not kerching; oh no, it's not free money!) in a non-incident motoring offence (other than if nothing went wrong, it's like fining someone for walking on the cracks in the pavement) but if they've been terribly naughty, order them onto a driver training course.

I think that qualifies any statement of knobish driving
I'm not doubting that, but all I'm saying is it is more to do with being inexperienced and making a bad call.
Committing to the overtake before establishing that it is completely safe.
I'm sure we've all done similar and managed to get away with it when we were younger
