Thats just a drive belt. Change it when its gets glazed or starts to get small cracks.

super easy to change.. now i had my airbox out when i changed mine so it literally took about 20 seconds to change it out.. i put a bar on a socket wrench to use as my "special tool" that the fsm says you need..

then you just put that bad boy on the auto-tensioner and pull towards the passenger-side of the vehicle and the belt slips right off

here is the part number for the belt from advance auto.. $20 compared to the like $80 from the dealership

To answer the OP's question, the book says to inspect every 30,000 mi or 2 yrs, whichever comes first. It never says specifically when to replace it. I would go with 04ssonbl's answer. Check it periodically, and it it looks cracked or glazed, replace it.

Change it at the recommended interval. I forget what it is though. Belts can just let go with no warning, so it's a good idea to change them as specified. I got a cheap $15 dollar belt.
