In this case, my circular rationalization is actually an avoidance of religion (religion as physical discipline of spiritual belief).

Rather, it is a poorly-disciplined (almost inherently) practice stemming from the practical belief that one can work for the bureaucracy, or one can have the bureaucracy work for you.
