There are persuasive arguments for any of the above.

However, windows are the ones that both save you money in near term (on heating bills), and makes a sizable bump during appraisal to sell.

Everything else the owner is often likely to rip out unless it's upgraded-to-sell, which you'd only want to get away with if you can take the HELOC out and do it against the future sale/appraisal (IMHO).

Having faced this very list over the last several years I can tell you that it depends very much on how you define the value of the project. Kitchen and bathroom are the two most expensive due to fixture costs. Landscaping is great for presentation and, depending on the design of the landscaping, can be relatively inexpensive. Insulation and windows will reap benefits in terms of energy efficiency. An addition is best if you need more living space, but for it to have "value" beyond that, you need to ensure that it's a space that has diverse uses rather than particular to your needs (similar to mods on a car).
