They did that in NYC. NJ has a said asking people to not be out from 8 pm - 5 am and I believe that they said that all casinos, restaurants, bars, movie theaters and gyms must shut down at 8 p.m. Monday and will remain closed until further notice

Just an FYI:

For example, PUBLIX has 1,243 stores.

These dispatch locations ensure all of our stores receive the product they need. Typically, drivers average about 2.5 runs a day. That means they take one truckload out and deliver it to the store (or stores), then come back for a second load.

In busier cities, like Miami, our drivers have more stops than rural areas like McCalla, AL. Even having different product to deliver will affect the amount of stops a driver has on their truck. For example, milk deliveries require six to eight stops per run because they are delivering just milk instead of other products.

Even hurricanes can impact our drivers’ daily routine! During hurricanes and emergency events, schedules are adjusted to have additional drivers available to service our stores. The number of drivers needed, and the type of supplies being delivered, depends on the event and severity. You may have even seen the viral videos of our truck drivers delivering to areas recently hit by a hurricane. There is a sense of relief when our trucks drivers arrive with more supplies!

^^^^ Yeah as I told ya having had been in the business for close to 18 years I know how they run and although we don't have your store here in Cali the Main stores here Safeway / Vons , Albertsons & Stater Bros not to mention the new Aldi & other small ones like Smart & Final & the Whole Foods types theres surely plenty of food etc... out there just interrupted by the people trying to buy it all up

My county just locked down from self-quarantine to shelter-in-place: no travel at all, except to get groceries/essentials.

Not only are the stores limited to how many stops they can do per day, they also have to wait for the manufacturer to get the products to the distribution locations. That paper producer may have only a limited number of trucks that they have or trucking firms they contract with, so that adds to the delay.
