RB you have to be really ON IT as in checking the site >
LA County COVID-19 Vaccine - LA County Department of Public Health
frequently , I was able to get on the Gardena location ( just as a test )
https://www.calvax.org/client/regist...linic_id=11997 but if you scan thru the locations there are many. You may need to be willing to
a lil ways 
Also you have a handicap placard so you should qualify for that phone # option
Keep trying and have my girl try as well thats what we did & Skip got on once too. He has to wait till his B-Day but he just wanted to see if he could get thru.

No offense, Mom, but we're still working full time and very busy with projects right now. We don't have time to spend chasing this around. Plus, they're now talking about new strains of Covid from South Africa, etc., that may require vaccine modifications. I'd like to see this sorted out.
