As equal opportunity takes it's time allowing women to move up into positions of authority there really aren't too many women in a position to start a war. So I suppose you're right.
But let's just think about it. Hmmm not too many women that have been in real positions of authority... I can only think of Margaret Thatcher and Condie Rice. Now let's think. Yep... both of them had significant roles in starting war. So 100% of women in positions of authority (in the sample) start wars.
With men the percentage is lower I assure you. Some of them *didn't* start wars.
