This is crap.
Tipping is only really common in the US and countries that border the US, because we're idiots that like to make things complicated. But that doesn't mean it's *rude* elsewhere, it's just not expected/demanded like it is here. Koreans don't tip, and they can get confused if you refuse change or whatever to give them a little extra, but they don't get offended.
