It wasn't Dioxin. It was Malathion that was spilled.
Which is what they used to spray the Medfly (Mediterranean Fruit Fly) in California. Made a mess all over parked cars and pissed a lot of people off. I wondered what the hell someone would be using Dioxin for in this day and age. Teach me not to listen to some banker who knows just about environmental stuff to be dangerous.
We moved to Camarillo right in the middle of the big malathion spraying campaign. It was like Apocalypse Now those nights that they would spray ... choppers low-flying right over your house ... thank God we had a garage.
More of a nuisance to humans than anything else. It's very effective killing little bugs, though dumping it out of helicopters to carpet bomb large areas (1) sucks and (2) doesn't work all that well.
Most of the actual spray (from what propaganda we were told) was actually something like sugar water in which the malathion was dissolved. The bugs would eat it and that would render them sterile. So it essentially caused their reproduction to stop.
It apparently worked in Camarillo because they didn't find any more after that malathion spraying marathon. (Sorry, had to get that in there ...
