mike there is a way to make your own ringtones out of any song/sound file you can find.
in short you just convert the file to AAC, then change the extension on the file to .m4r the load it back into itunes and it shows up in your ringtones folder.

The way to trim down songs is to enter the serial for Quicktime pro, and you can edit the songs and resave as shorter versions.
Also a bunch of utilities out there to make ringtones from your existing music collection.
as of not it will not tether, capability is not offered. i believe it will be offered as an additional fee since you will be abusing their network towers more than usual 
and don, to do ringtones you go into itunes and right click on the song you want. click "get info" then go to the "options" tab, then you can select where you want the song to begin and end. then once you have your clip you can do the other steps. when your done, reset the clip to be the whole song on the original file and voila
