not cold but cool air and only while driving,not when stopped..

 

When your car is cool, that is: engine is cool to the touch... open up your radiator cap. The fluid should be green. If the "water" you spotted under your car is clear and not green, your car is not leaking fluid. It is condensation of some sort.

this is usually from your AC. Make sure you don't have your defrost on. When you do the car automatically engages the AC.
