Default electrical/lighting problems

I have been having lots of problems with my 2000 s2000 lights over the last few days.

1st thing that I noticed was that the driver's side headlight was flickering. Examined it and noticed that 6 of the wires in that vicinity were torn through by my wheel and tire. Reqired them, replaced a blown fuse, no more flickering (hid doesn't come on at all now on that side), but now my drivers side highbeam works again (it wasn't before). Messed with it some more, everything was working, turned off lights, put car together, turned on lights again to double check, yay, HID is not working again. Fuse is still intact, so maybe a short in the wiring somewhere?

another problem that I noticed around the same time. mwhen you turn on the lights, your gauge cluster dims, right? Well mine doesn't. I didn't think anything of it, until I was driving home one night and multiple people yelled at me that my taillights weren't working. Great. Checked the fuse in the cabin, and it was fine, swapped it with another one, just in case, still not working. Think it may be the relay? Are there any other relays that are the same that I can switch it with? The lighting relays UTH look the same. Hopefully I can get these problems solved tomorrow...
