if you want something that will sit flush with the fenders, then just get the 17x9 +22. They look flush to me. Getting the wheels to sit flush with the fenders will definitely require work to get them not to rub.
Even with the non flush 17 x 9.5 +42 i'm running, i still get a little rub on the bumper tabs. I do track work in my car hence the "conservative" offsets.

Im running 17x9 +22 in the rear with ASM flares and 17x9 +40 in the front with ASM front fenders and everything sits flush.
I was prevoiusly running 17x9 +22 all around with J's wide front fenders and that was also flush
