can some plz tell me want rear bumper is this
The width makes a big difference. For instance I have 17x10 +35 and they are pretty flush with the over fender. But if you did a 9 inch wide wheel you could do lower.

What? The part of the bumper you mean? Those are only made by the rep companies like shine asm does't offer them for some reason.
