Importing a GTR...
I wouldn't bother. Only a hand full of cars would I go to that much trouble over. Most of which are already in the states so you wouldn't have to go to the trouble. The only reason I'd want a skyline over here is because it would be rare, not because of performance and I think thats the case most of the time.
I have a lot of personal experience with this since my town (Boise, ID) is home to one of the most prolific RB26 tuners in the USA, Idaho Speed Center. They've had all three types of GT-R as well as standard RB25 powered Skylines.
I tried very hard to get my hands on an R32 GT-R and the only way for us to do it became a gray shipment through Canada since Motorex and the other importer had closed up shop. I quit trying when I found my S and since I didn't want my new 25K purchase to get crushed when I went to register it. They prevent these cars from crossing the border but there is one border left in Montana that seams a bit loose.
I've heard stories my friends. There is a barn near Missoula, Montana. It's on a farm in the middle of nowhere. Outside it looks like any other barn on a working farm. It's surrounded by tractors and old equipment, but inside you'll find one of the most spectacular sites to be seen this side of the border. Wall to wall it is filled with JDM cars from Civic type R to all types of GT-R, Stagea, Sunni GTi-R and what not. Only a select few know of its existence. I heard about it through my mechanic who bought his Skyline from there. It is nothing short of magical and the guy that owns the place buys the cars in Canada. He has the seller drive it down across the border where they promptly throw away the Canadian title. And they are able to title them as project 240's from what I hear. If you are lucky enough to get in with the people that will disclose the location to you (I don't know where it is or who owns the place) take advantage and get a car.
He then was able to cheat his way through the inspection. Taillights and what not are illegal so he did a lot of zip-tied replacements to get it legalized here. He told me that the inspector told him it was a '76. He just said. OK! What R33 looks like a '76 anything?
Anyway, I've been thinking about letting him try again. But the short answer is no, you can't have a GT-R in the states unless you buy one of the already legalized ones.
