I went to court today on the alleged speed camera charge armed for bear. Long story short - the Hearing Examiner immediately acknowledged the presence of 3 cars in the photo and stated that the District could not prove which car triggered the photo and dismissed the ticket.

From my brief encounter with the DC system, I'm convinced that to maximize revenues they deliberately mail out a large number of flawed tickets hoping respondents won't contest them.

For future reference, my advice is to contest any DC speed camera ticket showing 2 or more cars in the picture. This can probably be done by mail, avoiding the hassle of a personal appearance. The DC court seems to recognize that speed camera radar is not infallible but seems reluctant to publicly acknowledge this.
