need help registering a car in VA

i received a 2002 maxima from my folks , i was wondering if i have to still pay the 3% vehicle tax when i transfer the title at the virginia dmv.

i believe where it asked for the value, you put in gift.

you are allowed to give 1 gift worth like 10k tax free or something like that.
