Like Dan says these are all very low power IR emitters, and accordingly I agree that they will do little to help. The same goes for those license plate frosted acrylic "diffuser" covers.

Your car already came factory equipped with a much higher power IR emitter -- your high beams. Just drive with them on during this time of woe. This will considerably reduce the range of an IR Laser Gun.

Then drive smart, always keeping the threat on your mind. Hide behind SUVs or trucks at bends, coming over hilltops, going under overpasses, and at turn-arounds. These danger spots are also great places to let people pass you -- just let them take the bait as you slide over to let them pass, and then use them as a probe.
