My car is too low, so a lot of places are refusing to inspect my car. I have a testpipe, don't know if that is legal either. I also have 35% tinted windows.

None of those are even illegal. You need to find another shop if they are complaining about your car too low with Espilers.

You are going to have to put in your cat or there is no way you will pass emisions. I would do that and then try and find someone who will overlook the fact that your car is dropped. Inspection are a b**ch, trust me i know. Im still sporting my feb of 09 sticker

I'm dropped and was inspected with no problem at a Honda Dealership. The lack of a cat is your biggest problem as dibi indicated.

Cat is only a problem if they do a visual or smell it. As long as you're not popping a CEL the computer won't know its a test pipe. I've never been visually checked for a cat.

Also as Jim said, I'm dropped and have no issues getting the jack under my car at inspection places.

usually they just plug the OBDII plug and if theres no CEL then you should be fine. i haven't seen my mechanic use the smeller wand.
