on another note, state of CA sells only those cars qualified for lower emissions as well as all NE states....its a retarded process.

Why couldn't the dealer give the CO to the buyer if the buyer is paying cash??

We do that here if the buyer is not registering - the vehicle leaves on a trailer.

dealer should not give out the CO to customer (actual title maybe, if its obviously a used car)....might be different with motorcycles, etc.

Thats been our general practice for residents of states other than CT. We let them take care of their own registration in their own state. Happens pretty often being so close to RI. It's important the CO is notorized. We've been doing it that way for 20+ years. It may not be the generally accepted practice but it's never failed.

Personally I wouldn't risk doing that, all of our cars are registered before they leave the lot as we are using a company who has an office in every state to help as do that for a small cost, and we do that often enough to offset the cost.\, on other hand, putting a transport plate on the car would be a good idea (similar to temp plate) cheap way of doing it as well.
