First of all they know they didn't do it legally. Second of all NEVER take a comment like that seriously. The suit will be settled, they broke the law, admitted it, and will be forced to stop at the very least.
That kind of "statement" is just concocted BS and is not a legal defence.
Reminds me of the "she was just a nice girl"...driving drunk, running the light, not wearing the hearin aid, and killing her friend. Or, he was a good boy, he never hit a cop with a bat before the incident...

Well, of course this is all under the assumption that ticketing speeders is a form of speed abatement designed to enhance public safety.
