Most people know nothing about wild animals and easily make assumptions such as rabies is commonplace. I think he did a good job. I am sure he was dispatched out to the school. He is not animal control and probably has no experience with something like this. Once the officer arrives it is expected that he take control of the situation. All eyes and video phones are on him. Also pepper spray is not only
non lethal but the effects are short term.
The fact of the matter is which most people are overlooking is that it is animal cruelty. You only use something like this on a bear, with bear mace. I think while it is blown out of proportion, it is just wrong to torture an animal with a slow death of suffocating it/burning it. Far worse acts are committed every day of course. After the 60s we just have a "**** the police" perspective on anything they do wrong.
Edit: To clarify, this was a middle school, I had a campus pd style cop in middle school and senior high, I can't really recall one at the junior high level though.

A shot of spray is not going to kill a squirrel unless you just hold it down and spray it down the little buggers throat. Animal cruelty is a far reach in this circumstance but that is just my opinion. I would only use something like a .454 casual or 12ga on a bear if I was being attacked not spray! Police are just a slice of society there are good and bad.
Next time call animal control, not the cops! It's silly to put an officer in that position, when they aren't equipped to handle a animal problems. You do realize that a suspected rabid animal is euthanized, it's brain is examined to determine if it is rabid.
Oh, yeah! And think, if he maced the creature before devouring, it would've already been seasoned!
