1. No way in hell can they arrest and extradict you over a small claims matter. If they lawyer said that, you should report him to the state bar association.
2. The claim would have to be filed in PA in small claims court. Cost are minimal to file, but the kid would have to show up in PA for the suit.
3. Don't waste your time with getting your own attorney or even talking to the other attorney. Demand letters are only to scare you in these types of matters. The kid doesn't have the money or the wherewithal to sue you.
4. Go on about your life. You are not going to get sued. They are trying to scare you into sending this kid some money. His dad probably agreed to have his attorney send a demand letter and try to scare you, but there is not way they are going to file in small claims in PA as the law is on your side.
5. If you didn't have a bill of sale signed by both parties (I didn't see you say you had one), you had better do it in the future.

I heard once a long time ago from a lawyer in Mississippi that you can try to force a settlement legally. I'm no lawyer, but maybe what they sent you is legal though it carries no weight. Like other's said, threatening to sue you and actually sueing you are 2 very different things. I'd send him a friendly letter saying that the car was sold 'as is' in good faith and running condition was told conveyed and that the changes he made had messed up the car and end there.
