If your body is reluctant to gain weight, I find the only thing that helps is whey protein/weight gainers. Drink a couple glasses a day and work out; you'd gain weight very quickly. But in order to maintain such weight gain, you'd have to maintain that regimen.
I'm a shade over 5'11" and 185lbs, with about 6% body fat. Been working out since like forever (since the wrestling days in high school). I'm usually one of the strongest guys at the local gyms.

Look into stronglifts.com 5x5 routine (basically tons of squats and other compound exercises). Also, you should consider GOMAD (gallon of milk a day). Tons and tons of skinny guys will gain ~25 lbs in their first month, mostly muscle. Gallon of milk = ~2400 calories, 120g protein, tons of good fat/vitamins/etc. Drink a gallon a day, eat healthy, lift heavy, and you will easily gain ~20lbs in a month. No downsides/side effects of GOMAD, unless you're lactose intolerant.
Kidney stone much? Impaired kidney function?
2400*31 = 74,440. The amount of calories in 21.25 pounds of fat. Not surprisingly, if you change nothing but drinking a gallon of milk a day you will gain about 20 pounds. Most of it will be fat.
