I tested the theory to day in the elevator, I asked 6 people in the elevator if they had read all the emails from the "big"boss. Everyone said no, emails to long, do not understand what is even being said. Just tell me what is in it for me and how it affects me. The emails are not being read at this point
When we have had major corporate changes, every (sub)group got a sit-down meeting where the changes were presented and questions were answered about how it would affect that group. The top-level manager for each group (or sub-group) should be able to handle this presentation and make it pertinent to his reporting employees.
It's somewhat time consuming but it's the only way to ensure that everyone is on the same page and getting a consistent message.
Create an internal site that provides updates to the process.
Have a company meeting (phone, web, live, etc..) and explain that things are happening. Let everyone know about the site and that every employee will receive emails when updates concerning them are made to the site. You can have different areas providing different levels of info dependent on the level of the employee.
Stick and carrot:
Stick: Advise all employees that some updates can and will effect their positions, responsibilites, etc.. Some of these updates will have forms asking for employee input. If there is no input from the employees, the company will assume that replacing all office chairs with single post/leg stools is a great idea.
Carrot: Inform all employees that people will be rewarded for providing input that is implemented during the transition. Perhaps gift cards or 3 extra legs for their stools.
