I don't think it's a fair comparison when discussing, "who gave how much" to contrast a line of credit with actual funding actions ($350 MM from the U.S.).

Officer Down - I think the majority of the USA feels we were totally misled into the stupid Iraq War. There will never be stability over there. Billions of $ and thousands (don't forget the 30,000 iraqi's we have killed) of dead...... all for a slightly different dictator to run the country some day.
