The charges that were put against those parents are completely absurd,My mother has several photos of me and my sisters(separately) at bathtime all the way up until we were 4-5 years old. Heck there are a cpl full frontal pics of me when I was 3-4 months old in the tub.

It's just a lack of COMMON SENSE. Pics of kids in a bath is one of the most common and cute photos a parent can take. Nothing sinister, retardo walmart employee.
