I've been advised to lie.
To Girl A, a simple "I'd love to see you for your birthday, but I already have other plans that weekend" will do. See Girl B that night, and take Girl A out for the bday afterward. You aren't lying; you do already have plans, and you're being as honest as you need to be about it.
If girl A is good enough, then just stick with her and don't bother with B. If you want to check out B, then just tell A you already had plans...it's not like you're steady with her just yet.
