I had the exact same situation in college, but the neighbor would come home and play music really loud late. After this had gone on for several days I was up at about 2 in the morning. The building was quiet, so I took my very ridiculously large speakers (they had 15's in them) and flopped them face down onto the floor. I cranked the bass up and through in some loud obnoxious music. Motley Crue or something full blast. I am sure I woke the dead and the morons below. They never blasted their music again.
I felt bad about disturbing other neighbors that night, but nobody ever said anything to me and the building was respectably quiet until my roomate and I moved out.
I was not one to care if I could hear a neighbor's music a little before ten pm on weekdays and all day one the weekends was cool. Live and let live. But the past midnight stuff on a regular basis was a PITA.

Long beach must be too hectic of a city for cops to bother with such miniscule offenses. Here in college town Davis, cops will come out. According to them, after 4 nosie violations in one year, the current residents will be petitioned to be evicted from the premises. Do make it an effort to let it be known that you're be harassed by your neighbor who is consciously disrupting the peace of your neighborhood. Keep trying.

) We didn't have a problem after that episode.
read your lease. most have noise restrictions. that way you'll know what the requirements are and what the consequences are, for your neighbors. you could let them know, i.e.:
the terms of your lease specify that you shall not produce noise over a reasonable level past 10pm (or such time). if you regularly do this, you are violating the terms of your lease and subject to eviction. I have recorded the dates and times that you engaged in this activity and don't want to report them, but will be forced to, if the apartment management asks.
