need advice/help for shoplifting arrest

I had yet another friend, who, when he was much younger, got arrested for breaking into a car. He was charged with grand theft auto, but he claims he was trying to steal the contents of the car, which was not grand theft. His public defender got him a deal wherein he srubbed graffiti off a bus for a saturday, and the court dropped all charges (he was not convicted of anything).
In the current case, is it possible for a deal like this to be worked out, wherein the charges are dropped and he is not convicted at all?

Yes, but he will get all the things listed, informal probation have to pay restitution(if they didn't get the stolen goods back) and Cleanup on the freeway(most likely)
If he gets this deal, and he doesn't violate the probation he would be fine, but if he does, he is SCREWED(pretty much how I understand it)
