not tipping = illegal?
One thing I hate about travelling in the States is the tipping culture. In major cities like NY, SF and Miami its getting out of hand with 20% service charges added to your bill. Usually the legal notification of said charge on the menu is so small that its easliy missed.
Service charges are always optional - I never give 20% unless the service is perfect - 15% max. so if they try to add 20% I score it out and reduce the bill by 5%.

Tipping in general is purely optional. Even when they include it in the bill, it is up to you to make the final payment decision. Most of the time, I'm in very good spirits with the server(s), so the tips for them are good.
To sum up:
No tipping does not make you a criminal, sometimes it just makes you a douche bag!!
