Well since the car is in his parents name you can't lein that, you could hock his stuff. I mean it's got to be worth more then 10 bucks, as for the cell phone if it's in your name call it in as stolen give them the date that it was loaned out and one more problem solved. You are going to take a hit but you could always beat the money out of him in court a lein might do no good but you will screw with him for a long time with that, plus in the long run you will get his money.

If He's a minor his parents are liable, but if he's over 18 he's liable. Court is a good idea. You said you are in school right? At many schools there is free or cheap legal help that can save you $. You should also find out from your law advisor what to do with his stuff. I think you have to inform him and give him due time (30 days) before it is considered abondoned and you can dispose of it how ever you choose. The last thing, find him at a bar when he's drunk and say something to make him take a swing at you, then beat the everliving crap out of him.
Here in Canada, you usually have two appearances at a small claims court. The first is to tell a judge what the problem is and possibly work out a solution/out-of-court settlement - also you'll be doing some documentation and possibly handing in evidence of sorts. The second appearance is the actual court case and shouldn't take that long. Most aren't over an hour or two, at most. Many last all of ten or fifteen minutes.
