For the last step, I prepared the hood's surface with 800grit (dry and then wet-sanded) and then washed the surface with water. I then dried it thoroughly (with lintless towels like terry). The hood is light gray (from the sanding).
so as i put my first layer of primer, I can see small small dots appearing almost everywhere.
what can I do so that the dots don't appear?

Those "dots" are due to oil or silicone on the surface. The term normally used to describe this is "fish eye".
There is an additive that you add to the paint called, (oddly enough) "Fish Eye Remover". Just ask the guy at the paint store. You only add a couple of drops to the paint in the paint gun.
There is a surface prep. treatment that you can use before painting that will eliminate this condition. They sell it under a variety of names, such as "Prepsol", etc.

While the post above is correct, it is not the absolute. Primer is supposed to bubble, be jaggy, fish eye, orange peel, whatever. That is the point of primer, it fills everything. After that, you block the primer down to a perfect finish, and THEN you spray. Your hood should be perfectly smooth after you sand the primer.
