Default Used car title issues

Hey, I am currently getting a daily driver for my S. I have picked out one I really like, and everthing looks good. However the owner of the car has a signed title, from the previous owner. He did not bother to register the car himself and is selling it now less than a couple weeks after buying it. The previous owner is from georgia, and I live in NC. The current owner is near charlotte.

With the title being signed, is it safe for me to purchase this car and get it transfered into my name? its a clear title. I dont want to walk into a trap.

I beleive thats called title jumping and is illegal in some states. You could go into a DMV with him and the title to make sure everything checks out in their system and that it is transferable.
For him to register the car under his name, and then sell it to you, he would need to pay a lot of fees and likely require insurance, so he's probably trying to avoid that

Also wondering why he's selling it only a few weeks after buying it

He may have already bought the limit of cars per year w/o a dealers license. He could have picked it up at a cheaper price than he is selling it. While frowned upon/illegal it does happen a lot. It allows the car flipper to not be stuck with the extra fees on a vehicle he doesn't plan on keeping for a long period of time.

It's called curbstoning. illegal in all 50 states. He can get into trouble big time. Here in oregon it's a 1,500 fine per vehicle plus you can go to jail.

Which doesn't make sense as it seems every car for sale here (Oregon) was signed by Dmitri's friend Vladimir but not registered by Kolokov, and has a salvage title.

Take him to the DMV...they can straighten this all out...and will most likely fine the hell out of the seller.

"A salvage title from a minor fender bender that only scuffed the paint", you mean.
